6. 01/MP/2016 31.03.2016 Compliance of Commission's Directions ED (CTU & Smart Grid), Gurugram In regard to development of transmission system matching with generation projects in the Solar Power Parks at Jodhpur and Jaisalmer, CTU is directed to coordinate with the SPPDs who are responsible for development of internal transmission system. CTU shall pace the development of transmission system matching with the progress of different phases of the Solar Park. 8. 62/MP/2016 22.04.2016 Compliance of Commission's Direction ED, WRLDC, Andheri (East), Mumai EPMPL shall pay the outstanding UI/DSM charges at the rate of Rs.5 crore along with late payment surcharge and current dues every month till the entire outstanding Ul/DSM liability is liquidated. The payment shall be made by 5 th of every month starting from June, 2016. WRLDC shall submit a report to the Commission by 10 th of every month. In case of failure to pay the instalment by 5 th of every month starting with June, 2016, WRLDC shall invoke the provisions of Regulation 25A of the Open Access Regulations. In this case the default period of 90 days will not be applicable since the said period had already been exhausted. 9. 265/MP/2015 03.05.2016 Compliance of Commission's Directions Member Secretary, SRPC, Bangalore We direct SRPC to submit status of protection audit remarks and monitor the status of completion of remarks of protection audit in respect of the petitioner in Protection Coordination Sub-Committee (PCSC) meetings. The petitioner is directed to file the status with SRPC on regular basis to facilitate proper monitoring in PCSC meetings. 10. 09/MP/2016 16.05.2016 Compliance of Commission's Directions ED, WRLDC, Andheri (East), Mumbai In exercise of power conferred under Regulations 111, 112, 113 and 115 of the Central Electricity Regulatory Commission (Conduct of Business) Regulations, 1999, we direct CTU to sign Connection Agreement with the NHPTL Pvt Ltd as a special dispensation.   We direct CTU and the petitioner to sign connection agreement as mutually agreed between the petitioner, CTU and POSOCO within one week of issue of order and submit the copy of the Connection Agreement independently to the Commission within one week thereafter.   We direct that the petitioner be registered as "User" of WRLDC under the provisions of the Central Electricity Regulatory Commission (Fees and Charges of RLDCs and other related matters), Regulations, 2015. 11. 08/SM/2015 31.05.2016 Compliance of Commission's direction dated 26.09.2012 in Petition No. 168/MP/2011 Member Secretary, NRPC, New Delhi The Commission expressed its displeasure at the conduct of the UPPTCL for not replying the show cause notice issued by the Commission. However, during the mock testing on 29.10.2015 and 26.11.2015, no deficiencies were observed on the part of UPPTCL. It is noted that during the mock testing held on 26.11.2015, load relief made by UPPTCL was more than the envisaged load relied under all five condition, therefore, notice issued vide order dated 31.7.2015 is discharged against UPPTPCL. The Commission expressed displeasure at the conduct of HVPNL and PSTCL to Ignore our directions and provisions of the Grid Code, especially in such a matter where grid security is involved. The Commission held that the charges against the respondents under section 142 are proved and accordingly, the Commission imposed a penalty of Rs. one lakh on each of the heads of PSTCL, Punjab and HVPNL, Haryana which shall be deposited within one month from the issue of the order. The Commission also directed PSPTCL, HVPNL, RRVPNL, UPPTCL and BBMB to ensure that target load relief is provided each time for operation of SPS scheme of 763 kV Agra-Gwalior transmission line in actual as well as during mock testing. NRPC is directed to submit a report with details of target load relief achieved along with details of any deficiency observed during operation of SPS scheme of 765 kV Agra-Gwalior transmission line iIn actual as well as during mock testing after six month of issue of the order.   03.08.2018 Awaited

POSOCO has sought clarity on the following aspects: (i) whether to allocate the power in a first cum first served manner or pro rata, (ii) whom to give URS power if number of beneficiaries are overdrawing and the same is diabolically changing, (iii) when to withdraw in case some beneficiaries start under-drawing and (iv) how much quantum of URS to be allocated to whom. In regards to how much quantum to be allocated to whom, we have already held that "the concerned RLDC shall schedule such URS power to the requesting beneficiaries in proportion to the quantum requested by them". Further we observe that URS scheduling shall be based on the requisition and under-drawal/over-drawal by a beneficiary as of now since beneficiary has no relevance to the scheduling of URS. Regarding other questions we have perused the Operating Procedure of SRLDC available on SRLDC website which is extracted as under: “9.2 ALLOCATION OF UN-REQUISITIONED SURPLUSES….The URS ReAllocation will be on first come first serve basis however the request received in the same time block will be treated at par & shared on proportional basis” . •  Accordingly, we direct that respective RLDCs should decide the protocol in this regard after consultation with ISGSs and beneficiaries in the region and place the protocol in the public domain for the information and compliance of all concerned.” 28.12.2018 Compliance under Examination
66. 79/RC/2017 6.12.2017 Compliance of Commission's Directions dated 6.12.2017 in Petition No. 79/RC/2017 CMD, POSOCO New Delhi Issue No. 1: The Commission finds that 5-minute accounting is possible for this project, and directs that the same should be implemented for improved record of AGC signal and the up/down response of the plant. This data will also be utilized for payment purposes for the mark-up. Settlement of energy charges and deviation charges shall continue to be on the basis of 15-minute time block. 82. Issue No. 2:The Commission accepts the Petitioner‟s proposal that50p/unit shall be the mark-up for both positive AGC generation and negative AGC reduction. 83. Issue No. 3:Quantum (MWh) provided under AGC shall be deducted to arrive at the net deviation as follows: Net MWh deviation = (Actual MWh)-(Scheduled MWh)-(AGC MWh). The generator shall pay deviation charges as per the DSM Regulations according to this computation.   Issue No. 4:The Commission accepts the proposal of the Petitioner that the fixed cost shall continue to be paid by the beneficiaries while the generator shall be paid a mark-up at 50p/unit for both positive AGC MWh generation and negative AGC MWh reduction. Generator shall be paid variable charges (as submitted under RRAS) from the DSM Pool for quantum of energy generated (positive AGC) and the same shall be paid by the generator to the DSM Pool for energy reduced (negative AGC). 85. Issue No. 5:The Commission is of the view that on days when full capacity is requisitioned, ear-marking a quantum of reserves might not be feasible at this juncture and needs to be further deliberated with stakeholders. Similarly, the proposal of allowing regulation down when the schedule is at technical minimum is not agreed at this stage as it needs further examination in terms of technical feasibility and impact of going below technical minimum.   The Commission directs that similar pilot projects may be replicated by NLDC, in at least one other regional grid of the country.
