Public Notice for Hearing of Operational Norms of Thermal Generators, Rates of Return and Depreciation Rates.

1. The Commission, vide Public Notice published in various newspapers in end February 2000 had extended the last date for filing of objections and/or comments on the draft notification prepared by the CEA on the operational norms for thermal generating stations by March 15, 2000 read along with the supplementary document issued by the CEA subsequently. Hearings were to be held on April 3 to 5, 2000. To ensure the widest possible participation, the Commission has decided to extend the last date for filing of objections/comments as per the schedule below.
2. The Commission has also engaged M/s CRISIL Advisory Services for preparing a report on the Rate of Return to be allowed to Power Utilities in India. The Commission proposes to hold hearings on this document as per the schedule given below, so as to formulate its regulations regarding Rate of Return for the entities under its regulatory jurisdiction.
3. The Commission has also engaged M/s ICRA Advisory Services for preparing a report on the appropriate rate of depreciation to be allowed to Power Utilities in India. The Commission proposes to hold hearings on this document as per the schedule given below, so as to formulate regulations regarding the allowable rate of depreciation for the entities under its regulatory jurisdiction.
4. The last date for filing objections for all three hearings will now be May 1. 2000.
5. A copy of the operational norms prepared by the CEA and the supplementary document can be obtained from the office of the Commission on any working day between 10:30 a.m. and 4:30 p.m. and can also be downloaded from the website of the Commission. Copies of the report of CRISIL Advisory Services on the Rate of Return and the report of ICRA Advisory Services on Depreciation Rates will be similarly available from April 10, 2000. May 8 to 9, 2000                :      Hearing on Operational Norms

May 11 and 12, 2000      :      Hearing on Rate of Return and Rate of Depreciation
